Ayushman Card eligibility is determined by the SECC 2011 (Socio-Economic Caste Census) database. The scheme targets the bottom 40% of India's population based on socio-economic deprivation and occupational vulnerability. Unlike other schemes, there is no application process - eligibility is automatically determined based on SECC 2011 data.

Rural families are eligible if they meet any one of the following 7 deprivation criteria (D1-D7) or belong to automatically included categories:
Deprivation Criteria (D1-D7)
Only one room with kutcha (mud) walls and kutcha roof
No adult member (aged 16-59 years) in the household
Female-headed household with no adult male member (aged 16-59)
Household with disabled member and no able-bodied adult member
Scheduled Caste (SC) or Scheduled Tribe (ST) household
Landless household deriving major income from manual casual labor
Household with no literate adult member above 25 years
Automatically Included Categories
Urban families are eligible if they belong to any one of the following 11 occupational categories:
Waste collectors and recyclers
Those dependent on begging
House help, cooks, cleaners
Hawkers, street sellers
Masons, plumbers, painters, welders
Drivers, conductors, helpers
Assistants, peons, delivery boys
Electricians, assemblers, repairmen
Chowkidars, security guards
Sweepers, gardeners, cleaners
Artisans, tailors, handicraft workers
The following categories are excluded from Ayushman Card eligibility:
Families owning motorized 2/3/4 wheeler vehicles (except tractors for farming)
Households with mechanized 3/4 wheeler agricultural equipment
Households with Kisan Credit Card with limit of ₹50,000 or above
Households with any member as government employee (central/state/PSU)
Households with members paying income tax
Households with pucca (concrete) houses with 3+ rooms
Households owning refrigerator or landline phone
Households owning 5 acres or more of irrigated land (or equivalent)
Note: These exclusion criteria are based on SECC 2011 data. Even if your current situation has changed, eligibility is determined by the data recorded in 2011.

Note: Aadhaar card is not mandatory but highly recommended as it makes the verification process faster and easier. You can use any government-issued ID proof for verification.
While Ayushman Bharat PMJAY is a central scheme with uniform eligibility criteria, some states have additional state-specific health schemes that may have different criteria:
States with Extended Coverage
Some states have expanded the scheme to cover additional beneficiaries beyond SECC 2011:

- • Gujarat: MA Yojana (additional state coverage)
- • Andhra Pradesh: Aarogyasri scheme (state scheme)
- • Tamil Nadu: Chief Minister's Comprehensive Health Insurance Scheme
- • Telangana: Aarogyasri (state scheme)
- • West Bengal: Swasthya Sathi (state scheme)
Important: Check with your state health department for state-specific schemes and additional eligibility criteria. Some states may have opted out of PMJAY in favor of their own schemes.
