What is Ayushman Card Eligibility?

Ayushman Card eligibility is determined by the SECC 2011 (Socio-Economic Caste Census) database. The scheme targets the bottom 40% of India's population based on socio-economic deprivation and occupational vulnerability. Unlike other schemes, there is no application process - eligibility is automatically determined based on SECC 2011 data.

Rural Eligibility Criteria

Rural families are eligible if they meet any one of the following 7 deprivation criteria (D1-D7) or belong to automatically included categories:

Deprivation Criteria (D1-D7)

D1: Housing Deprivation

Only one room with kutcha (mud) walls and kutcha roof

D2: No Adult Member

No adult member (aged 16-59 years) in the household

D3: Female-Headed Household

Female-headed household with no adult male member (aged 16-59)

D4: Disabled Member

Household with disabled member and no able-bodied adult member

D5: SC/ST Household

Scheduled Caste (SC) or Scheduled Tribe (ST) household

D6: Landless Manual Labor

Landless household deriving major income from manual casual labor

D7: No Literate Adult

Household with no literate adult member above 25 years

Automatically Included Categories

Households without shelter (homeless)
Destitute/living on alms
Manual scavenger families
Primitive tribal groups
Legally released bonded laborers
Urban Eligibility Criteria

Urban families are eligible if they belong to any one of the following 11 occupational categories:

1. Ragpickers

Waste collectors and recyclers

2. Beggars

Those dependent on begging

3. Domestic Workers

House help, cooks, cleaners

4. Street Vendors

Hawkers, street sellers

5. Construction Workers

Masons, plumbers, painters, welders

6. Transport Workers

Drivers, conductors, helpers

7. Shop Workers

Assistants, peons, delivery boys

8. Mechanics

Electricians, assemblers, repairmen

9. Washermen

Chowkidars, security guards

10. Sanitation Workers

Sweepers, gardeners, cleaners

11. Home-Based Workers

Artisans, tailors, handicraft workers

Who is NOT Eligible for Ayushman Card?

The following categories are excluded from Ayushman Card eligibility:

Households with Motorized Vehicles

Families owning motorized 2/3/4 wheeler vehicles (except tractors for farming)

Mechanized Farming Equipment Owners

Households with mechanized 3/4 wheeler agricultural equipment

Kisan Credit Card Holders

Households with Kisan Credit Card with limit of ₹50,000 or above

Government Employees

Households with any member as government employee (central/state/PSU)

Income Tax Payers

Households with members paying income tax

Pucca House Owners

Households with pucca (concrete) houses with 3+ rooms

Refrigerator/Landline Phone Owners

Households owning refrigerator or landline phone

Land Owners (5+ Acres)

Households owning 5 acres or more of irrigated land (or equivalent)

Note: These exclusion criteria are based on SECC 2011 data. Even if your current situation has changed, eligibility is determined by the data recorded in 2011.

State-Specific Eligibility Information

While Ayushman Bharat PMJAY is a central scheme with uniform eligibility criteria, some states have additional state-specific health schemes that may have different criteria:

States with Extended Coverage

Some states have expanded the scheme to cover additional beneficiaries beyond SECC 2011:

  • Delhi: Ayushman Bharat + Delhi Arogya Kosh (combined coverage)
  • Gujarat: MA Yojana (additional state coverage)
  • Andhra Pradesh: Aarogyasri scheme (state scheme)
  • Tamil Nadu: Chief Minister's Comprehensive Health Insurance Scheme
  • Telangana: Aarogyasri (state scheme)
  • West Bengal: Swasthya Sathi (state scheme)

Important: Check with your state health department for state-specific schemes and additional eligibility criteria. Some states may have opted out of PMJAY in favor of their own schemes.
